  • In a sense, yes. One decimeter is exactly 109 angstroms stacked up. But angstroms do not wear trench coats because even the smallest trench coat is about 1010 angstroms long.

  • Because the same universe contains both DNA (measured in angstroms) and liter bottles (measured in decimeters). Different scales need different units. Measuring DNA in decimeters would give you 0.0000000034 dm, which is useless.
